 CreDev Solutions was founded by Nevin Taylor, a retired U.S. Air Force Colonel with more than four decades of experience across defense, diplomacy, and advanced technology—leading complex organizations and advising senior leaders in high-consequence environments. 

 Nevin Taylor is a nationally respected senior advisor, technology executive, and transformational leader whose career spans the highest levels of government, global leadership, and enterprise innovation. He has served in senior advisory roles within the Executive Office of the President, the U.S. Department of State, and the Department of Defense, contributing to mission-critical initiatives at the intersection of strategy, technology, and national leadership.

Across both public and private sectors, Nevin has held executive roles as CEO, CIO, CDO, and CTO, consistently driving large-scale transformation in complex, high-consequence environments. A Presidential Innovation Fellow, he has advised national-level initiatives focused on innovation, data, and advanced technology—helping organizations modernize decision-making, harness data as a strategic asset, and build resilient, future-ready systems.

Frank Konieczny is a globally recognized technology visionary and subject matter expert whose leadership has shaped the future of enterprise-scale innovation. With more than a decade of service as the Chief Technology Officer for the United States Air Force, Frank was the principal architect of the Department of the Air Force’s technology strategy, guiding one of the Department of Defense’s most complex and IT-dependent organizations through rapid digital transformation and modernization. In this role, he led efforts spanning enterprise architecture, cloud adoption, data governance, mobility and secure identity frameworks, artificial intelligence, quantum capabilities, cyber resilience, and next-generation network infrastructure. 

A true change agent, Frank is renowned for his intellectual depth and his ability to envision and design innovative technological architectures that enable organizations to realize their highest potential and achieve strategic competitive advantage. His unique talent for aligning emerging technologies with mission outcomes has earned him repeated accolades, including multiple Federal leadership awards for guiding transformative IT innovation at scale. 

Prior to his Air Force leadership, he was a senior executive in the private sector — serving in roles including CIO, CTO, and Executive Director for Operations with AT&T Government Solutions, where he oversaw research and development initiatives and steered technology strategy across a broad portfolio of government programs. 

Today, Frank is sought after as a trusted advisor, consultant, and keynote leader. He continues to work with both commercial and government organizations, from emerging startups to global enterprises — helping them shape visionary strategies, empower innovation, and build the resilient, future-ready platforms of tomorrow.
